Job Duties, include but are not limited to the following:
- The Senior Program Manager is responsible for the day-to-day operations of the Pain Initiative as serves as a consult for subordinate projects such as the Wounded Warrior Pain Care Initiative, Tele-medicine for Pain project, Palliative Care project, etc.
- The Senior Program Manager is responsible for Program Management Tasks including assisting with personnel management issues, equipment management, public relations, staff and patient education programs, tracking and reporting metrics to higher echelons of command and conducts systematic internal reviews. The Senior Program Manager will be responsible for the initiation, planning, execution, monitoring and controlling of program operations, and will assume the responsibilities, duties, and authority of the Director during short or extended absences of the Director limited to restrictions in this PWS.
- Contributes to the establishment of policies of the program by providing information and recommendations as requested by higher-level management. Develops, evaluates, and adjusts organizational structures and management systems for the administrative services in the healthcare delivery system.
- Provides advice and counsels CONTRACTOR employees on work and administrative matters, implementing actions to improve and increase performance and quality of work.
- Participates in top management discussions, planning meetings, and provides advice on decisions and policy-making. Shares accordingly in the responsibility for top management actions except those which require a medical decision.
- Advises in the management of the programs available resources (personnel, space, training, equipment and money) and advises in establishing priorities for distributing these resources based on program needs.
- Assures that administrative policies and programs are coordinated with and supportive of clinical activities.
- Assists the Director with fiscal management responsibility in developing the overall budget, in monitoring expenditures, and in reallocating funds based on shifting program needs.
- Establishes an atmosphere conducive to the accomplishment of the basic mission of the program.
- Promotes good relations with a variety of groups and individuals including patients, staff, other hospitals, professional societies, and community organizations.
- Serves as a point of contact for reporting and planning issues for other departments, MTF’s, agencies, vendors, educators and higher echelons on matters that concern the program.
- Participates in the provision of in-service training to clinic staff members, including daily resident teaching conferences.
- Develops metrics for analyzing effectiveness of pain programs.
- Provide assistance and support to subordinate project leaders at various MTFs.
- Gather and compile monthly reports from subordinate project leaders to submit to the NCR and DoD pain management leadership.
- Collate data and track trends in services and outcomes.
- Survey project staff to prevent problems and develop strategies for mitigation.
- Work with project staff and others to develop a pain management curriculum that will meet the educational needs of primary care providers and ancillary staff.
- Develop a communications plan and materials that can be used to communicate the strategic initiatives and outcomes of various projects to internal and external stakeholders.
- Develop project plans for future projects that will improve patient services in pain management.
- Coordinates for personnel needed to support pain management goals and programs.
- Coordinates national training programs (such as Acupuncture and the Pain Skills Training).
- Coordinates NCR pain management equipment needs and implementation of new pain management products.
- Implements initiatives designed to reduce opioid abuse/misuse and promote resiliency.
- Develops and executes project plans to create an information sharing portal for Wounded Warrior pain management geared to support providers, patients, and family members.
- Offers support to the various Pain Clinics in the NCA, and Comprehensive Pain Management Program.
- Assists the Directors of the National Capital Region Pain Initiative with developing and managing the annual and quarterly budgets.
- Develops and grows the programs outreach projects.
- Exercises the principles of project management.
- This position will need to be an instructor at the NCRPI’s Annual Pain Care Skills Training, which may occur outside of the National Capital Region and will be up to three (3) full days
Education: Completion of the following:
- Master’s degree in a related field.
- Program Management Professional (PMP) certification preferred.
- A minimum of five (5) years’ experience in project management within the Military Health System (MHS).
- National Background Investigation
- Must be authorized to work in the United States
- Must have reliable transportation to and from work site
License/Certification and Training:
- Current Basic Life Support (BLS/CPR) from the American Heart Association
- Advanced Cardiac Life Support (ACLS) from the American Heart Association
- Must be board certified by the American Board of Radiology or at minimum be board eligible
- Valid unrestricted medical license in at least 1 state, territory or commonwealth of the United States
- Monday - Friday
- 6:00 AM-5:00 PM (40 hours per week). However, there may be times when the PM will be scheduled for duty outside the regular scheduled hours in order to meet theneeds of the program, to include occasional meetings or training events after standard business hours or on the weekend.
